Lisa Hines, BSN, MS, is the Vice President of member relations at NQF. Before joining Member Relations, Ms. Hines worked as senior director of education in the Performance Measures department and also as a consultant at NQF, where she was a senior program director.

Ms. Hines brings almost 35 years of clinical and healthcare quality experience to NQF. She served as deputy director of the quality measurement and health assessment group within the Office of Clinical Standards and Quality, Centers for Medicare & Medicaid Services (CMS). At CMS, Ms. Hines played a major role in developing and implementing quality measurement efforts across the organization and with numerous private and public partners. These efforts include the Nursing Home Quality Initiative, Home Health Quality Initiative, and the endorsement of a standard core set of physician quality measures. Ms. Hines’ career at CMS also included more than five years as a senior technical expert in quality and performance measurement.

In addition to working at CMS, Ms. Hines was the director of quality improvement at the Delmarva Foundation, the Quality Improvement Organization (QIO) for Maryland where she led the quality improvement activities required by CMS for Medicare recipients in Maryland. While at Delmarva, Ms. Hines was active in national efforts within the QIO program, including serving as chair of the Healthcare Quality Improvement Program (HCQIP) committee for the American Health Quality Association.

Ms. Hines holds a master’s degree in healthcare administration from Wilmington College and a bachelor’s degree in nursing from Salisbury University
