Enhancing NQF’s Measure Endorsement Process: A Proposed Two-Stage Consensus Development Process
 - Regency C 

To more closely align with the overall measure development process and to allow more frequent opportunities to submit measures to NQF for endorsement, NQF is considering a new, two-stage Consensus Development Process (CDP).  In this highly interactive session, NQF’s Consensus Standards Approval Committee (CSAC) Chair and Vice Chair and Performance Measures staff will share the redesign work undertaken to date, and plans for piloting and implementing the new process.  We encourage all with an interest in the measure endorsement process—measure developers, consumers, purchasers, providers, and more—to come hear about the new process, ask questions, and provide feedback as NQF continues to design the process.

eMeasures, Health IT, and Quality Measurement

The federal government is increasingly embracing electronically-enabled quality measurement as a less-burdensome approach to gathering and publicly reporting performance information. The development and implementation of electronic measures (eMeasures) has an important role in the creation of an electronic platform for quality measurement.  This panel will provide an overview of the eMeasure life cycle, describing the importance of health IT in quality measurement and reporting.

Measure Applications Partnership: Identifying the “Right” Measures for Public Reporting and Payment
 - Regency B 

With one full year under its belt, the Measure Applications Partnership (MAP) has accomplished a great deal.  The NQF-convened public-private partnership has provided extensive input to HHS on the selection of performance measures for public reporting and performance-based payment programs.  MAP developed Measure Selection Criteria to evaluate measures under consideration for use in federal rulemaking through an innovative upstream process.  In addition, the MAP workgroups generated measurement coordination strategies to inform their decisions about the best measures for various programs.  Join the MAP workgroup chairs as they discuss their accomplishments over the past year, the tough issues each group grappled with, and the forward-looking opportunities they see for the MAP in 2012 and beyond.  The panel discussion will conclude with an opportunity for audience Q&A.

Implementing the National Quality Strategy at the Community Level
 - Regency D 

Defining and implementing measurement and accountability programs is imperative to improving health and healthcare at the local, state and national levels. Information and tools from NQF often play an important role in getting these activities off the ground. This interactive session will explore the NQF connections to the important work of implementing programs that require partnership among local, state and national leaders, including challenges, solutions, and future needs.

Specific topics include: 

  • Aligning with the National Quality Strategy;
  • Developing and testing new measures in the field;
  • Ensuring that best in class measures become NQF-endorsed;
  • Providing input on public reporting requirements and performance-based payment incentives from the federal government; and
  • Accessing data sources useful for performance measurement.

In addition to covering the many ways NQF activities help address the needs above, the session will explore two new interactive tools, The Quality Positioning System and The Community Tool to Align Measurement, from NQF designed specifically to support performance improvement programs in the field.
