NQF endorses performance measures that are suitable for accountability/public reporting as well as improvement, and the criteria and subcriteria are used to determine suitability. In 2010, NQF convened two task forces to help provide guidance for evaluating the clinical evidence supporting a performance measure and measure testing for reliability and validity. Throughout the various iterations of the NQF measure evaluation criteria, the basic criteria and concepts remained largely unchanged. The guidance focused on the specificity and rigor with which the criteria are applied in evaluating measures.

The purpose of this project is to review the implementation of the 2010 guidance and propose modifications as needed to:

  • address any major challenges with using the 2010 guidance for evaluating measures;
  • increase clarity and understanding of the guidance; and
  • promote greater consistency in the evaluation of performance measures for potential endorsement across measures and projects.

Any proposed changes will remain consistent with the current criteria and basic principles from the 2010 guidance and will not change the threshold for endorsement.
