Measure Authoring Tool (MAT)
You will need to provide two OIDs on the New User application form. First, you will provide your organization OID, assigned to you from HL7 or another OID registry. Your organization OID is called simply “OID” in the MAT. Using a new user from NQF as an example, “2.16.840.1.113883.3.560” would be entered on the application form as the OID.
Second, you will be asked to provide a code list Root OID when registering for a MAT user account. The code list Root OID is your organization OID plus the branch that you have designated for code lists. It is called the “Root OID” in the MAT because it becomes the starting-point for system-generated OIDs for any code list or grouped code list. (Remember that the terms root, branch, and leaf are relative.) If you choose to use the “Use System Generated OID” feature to assign an OID to a code list in the MAT, the MAT will append a unique number to the end of the code list Root OID. The MAT assigns the next available number, so they may not be sequential.

If you choose not to add a branch to your organization OID, you could enter your organization OID again as the Root OID. Then, the system generated OID for code lists or grouped code lists will be your Organization OID plus a unique identifier without any additional branches (e.g., 2.16.840.1.113883.3.560.684). However, this is not recommended. As stated above, it is better OID management to follow a convention to manage the creation of new OIDs in a tree structure with branches that are meaningful to your organization.
