eMeasure Learning Collaborative In-Person Meeting: Best Practices in eMeasure Implementation

On Thursday, April 26, 2012, NQF hosted the first in-person meeting of the eMeasure Learning Collaborative, Best Practices in eMeasure Implementation. This meeting provided a forum for sharing knowledge on the development and implementation of eMeasures across all domains of healthcare. Participants had the opportunity to engage in breakout group discussions to share best practices, identify gaps, and discuss innovative techniques related to the development of an electronic platform for quality measurement. This meeting was held at NQF.

The meeting aimed to:

  1. Advance knowledge and practice related to the development and implementation of eMeasures across all settings of healthcare;
  2. Drive greater uptake of eMeasures and movement toward use of an electronic platform for quality measurement;
  3. Promote awareness, provide education, and enable understanding of best practices with eMeasure implementation across various healthcare settings; and,
  4. Allow knowledge sharing between all stakeholders involved in quality and performance measurement thereby expediting advancement in electronic quality measurement.
Opening and Closing Session Materials:
Participants will have the opportunity to participate in one of five breakout tracks:
  1. The Implementation Acute Group focused on best practices for eMeasure implementation in hospital settings. Discussion concentrated on the clinician/EHR interface with respect to workflow impact and how off-the-shelf vendor products are used or modified to achieve results, as well as essential implementation elements regarding governance, process, vendor interaction, and hybrid data management methods.
     
  2. The Implementation Small Practices Group will focus on best practices for eMeasure implementation in ambulatory settings, especially small practices. Discussion will concentrate on the clinician/EHR interface with respect to workflow impact and how off-the-shelf vendor products are used or modified to achieve results, as well as essential implementation elements regarding governance, process, vendor interaction, and hybrid data management methods.
     
  3. The Technical Group will focus on current efforts and formats to express requests for information, including the HL7 Reference Information Model (RIM) used in current Health Quality Measure Format (HQMF) measures, simplification of HQMF, and Java script, among others. Discussion will concentrate on benefits and challenges of these various methods, as well as essential requirements for such formats to fit the data workflow and next steps for determining solutions.
     
  4. The Clinical Data Analytics Group will focus on best practices for collecting, scrubbing, analyzing and using clinical data to allow aggregation for quality measurement and reporting. Discussion will concentrate on the workflow of data from collection through analysis and reporting, as well as data workflow components and suggestions for clarifying process steps.
     
  5. The Innovation Group will focus on new, innovative methods to enhance the value of structured data and to interpret unstructured data for use in quality measurement and reporting from EHRs and other data sources. Discussion will concentrate on common threads among these various methods, as well as consider method evaluation criteria and suggestions for including methods in quality measurement data workflow.

     

This meeting provided a chance to network with other healthcare professionals who share an interest in the development and implementation of eMeasures, while also learning from those who have experience in this process.
