Composite Measure Evaluation Framework

The purpose of this project was to identify a framework for evaluating composite measures.   A composite measure is a combination of two or more individual measures into a single measure that results in a single score.  With the increasing interest in composite measures, a steering committee was appointed to address the additional considerations that are specifically relevant to evaluating such measures.  

As with all quality measures, careful design and evaluation of composite measures is imperative; however, there are unique issues introduced by composite methodology that require additional scrutiny.  This report will build on and add to the NQF measure evaluation criteria (importance to measure and report, scientific acceptability of measure properties, usability, and feasibility) to specifically address the evaluation of composite measures.  The intent is to provide guidance for NQF committees, members, and measure developers and make transparent how composite measures will be evaluated in the NQF process.
