The purpose of this review of the NQF measure evaluation criteria was to identify areas where the criteria needed clarification or strengthening and to recommend changes in order to achieve:
NQF’s current measure evaluation criteria (importance, scientific acceptability, usability, feasibility) were formally endorsed by NQF in 2003. Over the course of using these criteria in the various NQF consensus projects, areas needing clarification and strengthening have been identified. A workgroup of the Consensus Standards Approval Committee (CSAC) undertook a review of the criteria and recommended changes that subsequently were reviewed, discussed, and modified by the full CSAC. This report provides the recommended criteria and rationale for the proposed changes.
