This project seeks to endorse national voluntary consensus standards for culturally competent care. By identifying critical competencies around culturally appropriate care, these competencies can serve as a road map/framework for the identification of a set of preferred practices and performance measures, as well as identify areas requiring additional research or development. A set of preferred practices will provide a structured perspective for evaluating the development, expansion, and modifications of new and existing programs for cultural competency.
The Steering Committee met in February and April, 2008 to develop a framework for measuring and reporting culturally competent care and evaluate a time-sensitive practice. NQF is now seeking preliminary feedback from its membership and the public on the draft framework. Additionally, NQF is seeking comment on a practice which will be voted on by the membership in late June. The candidate practice is about the utilization of the Health Research and Educational Trust (HRET) Disparities Toolkit, which lays out a systematic way to collect race, ethnicity, and primary language data from patients. Following a final meeting in July 2008, the final framework and remainder of the candidate practices will go out for member and public comment, followed by member voting.
