All Americans should receive quality healthcare, regardless of race, ethnicity, age, socioeconomic status, insurance status, or gender. Unfortunately, significant healthcare disparities based on these characteristics persist and in some cases are getting worse. Since most patients receive their healthcare in ambulatory (outpatient) settings uncovering healthcare disparities in those settings could drive quality improvement to close the gap. The voluntary consensus standards in this report address all levels of measurement, including practitioner practices, large and small groups, and health plans. In addition, the report includes performance measures at the community level for the purposes of quality improvement
