National Quality Forum Adds Two New Leadership Members


Washington, DC
– The National Quality Forum (NQF) is pleased to announce two additions to our senior leadership to oversee operations within the Quality Measurement and People & Culture departments. Sheri Winsper will be serving as the new Senior Vice President of Quality Measurement and Frances Woodard joins NQF as the new Vice President of People & Culture.

Sheri Winsper, RN, MSN, MSHA will lead the careful evaluation and endorsement of consensus standards, the Measures Application Partnership (MAP), and Measurement Frameworks central to NQF's ongoing mission to drive measurable health improvements so that every person experiences high value care. Sheri has successfully provided service oriented strategic, operational, and clinical quality and patient safety leadership through the design and implementation of innovative methodologies in quality measurement, improvement, and culture of high reliability safety initiatives at the national, integrated health system and individual hospital levels. Sheri served as Vice President of Quality and Patient Safety/Chief Quality Officer for the Dallas-Fort Worth based Texas Health Resources prior to joining NQF. In that role, Winsper was responsible for system-wide leadership and management of clinical quality improvement across multiple hospitals and physician clinics. Under her leadership, Texas Health’s patient safety and reporting programs expanded and saw an improved safety culture with 33% reduction in harm from serious safety events. Winsper’s previous experience includes executive leadership roles in performance measurement and quality at Loyola University Health System, Baylor Scott & White Health, and the American Hospital Association’s Health Research & Education Trust (HRET).

Frances Woodard, SPHR, SHRM-SCP will lead NQF’s newly named People & Culture department. Previous to NQF, she served as Head of People Development & Culture for the Walton Family Foundation, where she was recruited as the first “people expert” to join the leadership team and was responsible for developing an integrated talent program, fostering organizational effectiveness, and supporting a transparent culture. She has also served as the Vice President of Human Resources for Human Rights First, a nonprofit organization focused on promoting global human rights. Woodard’s prior experience includes human resources leadership roles at the ONE Campaign, ONE Economy Corporation, and the American Academy of Child & Adolescent Psychiatry. Frances is a graduate of the University of Maryland at College Park and possesses a master’s degree in Human Resources Management.
