Intended Use
About the Project
The National Quality Forum (NQF) strives to improve its processes to reflect the changing the needs of the American healthcare system. A central component to NQF’s role has been to endorse national performance measures for broad applications; including quality improvement and accountability applications that reflect rigorous criteria and input from stakeholders across the healthcare industry. Over the past several years, several stakeholder groups have questioned whether endorsement should consider the use of a measure in its evaluation, and more broadly in the NQF measure endorsement criteria. To explore this question, the NQF Board approved an Advisory Panel to explore the critical questions and approach to begin considering how measure evaluations can be undertaken in the context of the measure’s use case.

NQF convened an Intended Use Advisory Panel to examine (1) whether and how the specific use of measures should be incorporated into the endorsement process; and (2) whether endorsement should change from a simple yes/no to an incremental scale.
