Measure Sets and Measurement Systems
About this Project
Performance measurement is an essential element of healthcare system transformation. However, the current measurement infrastructure faces a number of important challenges that current approaches have failed to overcome. There is a need to better understand scientific properties between individual performance measures and the context of how they are used. In this project, we explore the concepts of measure sets: groups of individual measures used to form sets, often created based on intent or to assess quality from a specific aspect of care; and measurement systems: the interplay between a measure and its use to achieve a specific goal or to make inferences about provider performance. While multi-stakeholder review of individual measures is well established, these measures are increasing used to support value-based purchasing programs and the development of alternative payment models. This project seeks to lay the foundation for stakeholders to define measure sets and measurement systems and approaches to evaluate each.

NQF will convene a Technical Expert Panel to establish guidance and criteria for measure sets and measurement systems. Through the use of a multistakeholder process, NQF aims to promote alignment, reduce unintended burden, and accelerate value-based purchasing adoption in the performance measurement field.
