Person-Centered Advocacy, Vision, and Education (PAVE)

The Opportunity

To provide high quality person-centered support services to people with intellectual and developmental disabilities, California’s Department of Developmental Services (DDS) must collect and analyze data on the quality of its services and on outcomes for those using the services. Current initiatives to improve service quality and equity such as the Quality Incentives Program, is hindered by a lack of information on the quality of services and no system in place to track outcomes.

DDS oversees services to more than 400,000 Californians, and the ability to systematically measure the quality of its services will help DDS better support the practices shown to improve outcomes. It also will help the state develop appropriate training, tools, and resources for people with intellectual and developmental disabilities and their families and care teams. Gathering these data also will allow DDS to effectively address disparities, promote greater equity, and increase its own accountability to all Californians.

About the Project

The California Community Living Network’s (CCLN) Person-Centered Advocacy, Vision, and Education (PAVE) Service Outcomes project will develop and test the feasibility, validity and reliability of a new system to measure and improve the quality of services and outcomes experienced by people with Developmental Disabilities and their families.

Under a multi-year partnership with CCLN, NQF will convene stakeholders and identify recommendations to further develop the project’s methodology and validate its measurement framework. NQF will deliver a consolidated final report on best practices, areas for improvement, and resource allocation.
