The commissioned papers will address the key methodological questions as well as best practices in the context of identifying and using patient-reported outcomes in performance measures. The papers will be used to frame the workshop discussions and will constitute the primary content of the final report.
Paper #1: Patient-Level-Reported Outcome Data
This topic refers to the individual patient data from instruments constructed to measure patient-reported outcomes. This paper will address issues related to method of administration, response rates, sensitivity to change and intervention, and selection of PROs for use in accountability performance measures.

Paper #2: PRO-based Performance Measures for Accountable Healthcare Entities
This topic refers to the aggregation of the individual patient-reported outcome data to measure the performance of an accountable entity providing healthcare (e.g., hospital, physician, accountable care organization). This paper will address issues such as methods to aggregate patient-level PRO data in a performance measure and reliability, validity, and risk adjustment of the performance measure.
