Abstract
The National Quality Forum (NQF) convened a multi-stakeholder Committee to develop a framework identifying key considerations for measuring and reporting the quality of healthcare system readiness. NQF staff completed an environmental scan which informed the development of a foundational framework, providing insights to the key components necessary to develop new measures to assess healthcare system readiness objectively. The Healthcare System Readiness Standing Committee developed a set of guiding principles defining key criteria when considering the measure concepts to guide performance measure development. The purpose of this report is to serve as a conceptual framework and guidance for future development of readiness measures.
