Increased use of measures of preventable hospital admissions and readmissions in public reporting and payment applications continues to demonstrate the importance of this healthcare quality domain. The National Quality Forum’s (NQF) portfolio of All-Cause Admissions and Readmissions measures is centered on the reduction of avoidable admissions and readmissions across the healthcare system. During the fall 2019 measure evaluation cycle, the All-Cause Admissions and Readmissions Standing Committee evaluated and endorsed one newly submitted measure on all-cause readmissions for endorsement consideration. Due to circumstances surrounding the COVID-19 global pandemic, commenting periods for all measures evaluated in the fall 2019 cycle were extended from 30 days to 60 days to allow flexibility for organizations that were impacted. As a result, the evaluation of the newly submitted measure was completed during the spring 2020 review cycle. This report details the evaluation of this measure, which originated in the fall 2019 cycle and was ultimately endorsed at the end of the spring 2020 cycle.
