Abstract
With funding from the Centers for Medicare & Medicaid Services (CMS), National Quality Forum (NQF) has published the Interim Report from the “Building a Roadmap From Patient-Reported Outcome Measures to Patient-Reported Outcome Performance Measures” initiative. The Interim Report was guided by a multi-stakeholder Technical Expert Panel (TEP) to identify attributes shared by high quality patient-reported outcome measures (PROMs) that are appropriate for use in digital performance measures . This Interim Report builds on the current-state findings of the Environmental Scan by analyzing the attributes of PROMs that drive patient-reported outcome performance measures (PRO-PMs) used for CMS alternative payment models, value-based purchasing programs, and/or Medicare coverage determinations, and assessing how those attributes impact the effectiveness of related PRO-PMs. The purpose of this report is to help measure developers understand what defines a high-quality PROM and which attributes of a high quality PROM are most conducive to the development of a digital PRO-PM that is appropriate for regulatory purposes.
