Building a Roadmap from Patient-Reported Outcome Measures to Patient-Reported Outcome Performance MeasuresAbstract
As a growing number of healthcare leaders recognize the importance of the patient voice in quality measurement, measuring high quality clinical care will increasingly depend on information that comes directly from patients, including reports about symptoms, activities of daily living, and quality of life. The “Building a Roadmap from Patient-Reported Outcome Measures to Patient-Reported Outcome Performance Measures”, or Roadmap, initiative aims to identify and reduce the barriers to the development of digital patient reported outcome performance measures (PRO-PMs). As a critical step in the development of the Roadmap, National Quality Forum (NQF) updated the Environmental Scan Report that included a systematic literature review, an overview of the NQF endorsement process for PRO-PMs, and a discussion of challenges and barriers of developing PRO-PMs. The Scan includes updated information on digital measurement and data collection, added detail on challenges specific to PRO-PM development, and the inclusion of additional resources and related readings. NQF gathered feedback on the Environmental Scan Report through the public commenting period and insight provided by the Technical Expert Panel. This Environmental Scan Report informs the final Roadmap that will provide guidance for measurement experts who are developing new PRO-PMs.
