• eMeasures, or eCQMs, are standardized performance measures specified in the accepted standard health quality measure format (HQMF) and uses the Quality Data Model (QDM) and value sets vetted through the National Library of Medicine’s Value Set Authority Center (VSAC). Alternate forms of EHR specifications other than HQMF are not considered eMeasures. eMeasures are subject to the same evaluation criteria as other performance measures and must meet the criteria that are current at the time of initial submission or endorsement maintenance (regardless of meeting prior criteria or prior endorsement status).

    Submitting eMeasures to NQF

    The submission process for eMeasures is the same as submitting any other performance measure to NQF, utilizing the online Measure Submission Form, Version 7.0 (DOCX). Refer to Guidance on Evaluating eMeasures, found in the Measure Evaluation Criteria and Guidance for Evaluating Measures for Endorsement for submission and testing requirements specific to eMeasures.

    Additional requirements for eMeasure testing may differ based on the type of eMeasure submitted. eMeasure submissions include de Novo, respecified, legacy, trial approval and maintenance. Refer to the eMeasure Submission Instructions for Electronic Clinical Quality Measures (eCQMs) for more information.

    De Novo - New eMeasures or eCQMs that are not based on an existing measure. De novo eMeasures must adhere to the NQF measure submission process and requirements for eMeasure submissions outlined in Measure Evaluation Criteria and Guidance for Evaluating Measures for Endorsement - Requirements for Endorsing eMeasures.

    Respecified eMeasures – Current claims/registry/paper measures that are being respecified into HQMF format. Respecified eMeasures must adhere to the NQF measure submission process and requirements for eMeasure submissions outlined in Measure Evaluation Criteria and Guidance for Evaluating Measures for Endorsement - Requirements for Endorsing eMeasures

    “Legacy” eCQMs – NQF endorsed measures that have been respecified into eMeasures and are currently used in federal quality programs. Despite being in use, data is often not available to test these eMeasure for reliability and validity at this time. The legacy eMeasures must adhere to the NQF measure submission process and may be submitted with modified requirements for eMeasure testing. Bonnie testing may be used as a source of synthetic test data to support eMeasure testing requirements. Please refer to the BONNIE testing (PDF) and reporting requirements (XLSX).

    eMeasure Trial Use Approval – New eMeasures that have not been fully tested for reliability and validity may be submitted for consideration for NQF Trial Use Approval. All eMeasures considered for Trial Use Approval must adhere to NQF’s measure submission process and eMeasure testing requirements for Candidates for Trial Use Approval (DOCX).

    Maintenance of Endorsement – As with all measures endorsed by NQF, a maintenance of endorsement evaluation for any eMeasure will be scheduled approximately every three years.

    A new eMeasure version of an endorsed measure is not considered an endorsed measure until it has been specifically evaluated and endorsed by NQF. An eMeasure should be submitted as a separate measure even if the same or similar measure exists for another data source (e.g., claims or registry). In the near future, NQF will update the measure numbering system to include a designation for eMeasures. NQF also plans to link measures that share the same concept except for data source.
