National Priorities Partnership The National Priorities Partnership (NPP) offers consultative support to the Department of Health and Human Services on setting national priorities and goals for the HHS National Quality Strategy.

Measure Applications Partnership

Measures Application PartnershipThe Measure Applications Partnership (MAP) provides multi-stakeholder input to HHS on the selection of performance measures for public reporting and payment reform programs.

Action: The final MAP Pre-Rulemaking Report and PAC/LTC Report is now available.

NEW PROJECT -
Patient-Reported Outcomes
 

Project goal: To address the major methodological and data issues related to the use of patient-reported outcomes in performance measurement and identify the critical path to achieving NQF endorsement.

Status: The Commissioned Papers will be developed through May 15.

Ad-hoc Review: Expansion of Settings  

Project goal: NQF will conduct an ad hoc review for the endorsed measures: 0680 and 0682.

Status: The Review of the Proposed Roster is open through February 3 at 6:00pm ET.

Pulmonary Endorsement Maintenance 

Project goal: To identify and endorse measures that specifically evaluate the quality of care for pulmonary conditions and the critical care setting.

Status: The Review of the Proposed Roster closed on February 2, 2012. 

Efficiency:  Resource Use - Phase II  

Project goal: To evaluate resource use measures, including per capita and episode-based measures for 18 specific diseases and conditions across two review cycles.

Status: Member Voting for Cycle 2 closed on February 3, 2012.

Surgery Endorsement Maintenance 2010 

Project goal: To endorse measures that specifically address care of the surgical patient and surgical procedures for public reporting and quality improvement applicable to all settings of care.

Status: The Public and Member Comment for the Addendum Report open through February 17.

Population Health: Prevention Endorsement Maintenance 

Project goal: To identify and endorse preventive health measures for public reporting and quality improvement that are applicable to all settings of care.  

Status: The Public and Member Comment closed on February 3, 2012.

Behavioral Health Phase 1 and 2

Project goal: To establish national priorities for improving the behavioral health of the U.S. population.

Status: The Review of the Proposed Roster closed on February 2, 2012. 

Call for Measures for Phase 1
is open through February 14, 2012.


 

Cancer Endorsement Maintenance 

Project goal: To identify and endorse additional measures for accountability and quality improvement related to cancer care.

Status: The Review of the Proposed Roster is now open through February 15 at 6:00pm ET. 

Oral Health 

Project goal: To address the need for oral health performance measures that are applicable to oral health safety net dental programs, the Child Health Insurance Program Reauthorization Act (CHIPRA), the Medicare and Medicaid core measures set, and for use by other implementers.

Status: The Call for Nominations is open through February 17 at 6:00pm ET.

Health IT will help ensure care is safer, more affordable, and better coordinated. But to get there, a common language among health IT systems is necessary and electronic health records, registries, and other health IT tools must capture the right data to support performance measurement. This will give actionable data to providers and others working to improve quality.

Health IT Products  

Measure Authoring Tool: The Measure Authoring Tool (MAT) is a web-based, non-proprietary tool that allows measure developers to create and maintain standardized electronic measures (eMeasures) in a streamlined and structured way. 

Quality Data Model: Use of the QDM will enable more standardized quality measurement and reporting, and more consistent use and communication of EHRs for direct patient care. 

eMeasures: Driven by the EHR Incentive program and the Meaningful Use regulation, HHS requested that NQF convert 113 NQF-endorsed measures from a paper-based format to an electronic "eMeasure" format.
