Setting Priorities

Evaluation of the National Priorities Partnership

Overview

In 2011, NQF subcontracted with an independent third-party evaluator, SPEC Associates, to assess the initial impact of the National Priorities Partnership (NPP). NPP’s work to date has included consultative support to the Department of Health and Human Services on national priorities and goals, as well as leadership in catalyzing action and public- and private- sector alignment around the National Quality Strategy.

The evaluation’s research questions focused on the following:

  • NPP’s initial development of national priorities and goals
  • The broader healthcare community’s awareness and adoption of national priorities and goals
  • An exploration of the preliminary impact of national priorities and goals on systems change

To prepare for data collection and analysis, SPEC Associates worked in concert with an Evaluation Advisory Panel to devise a theoretical framework and overarching evaluation questions. Five case studies were undertaken to provide descriptive, contextual, and on-the-ground insight on how these organizations used NPP’s earlier priority setting efforts to guide or amplify their work advancing national priorities:

This work was supported by a contract from the Robert Wood Johnson Foundation.
