Description

The Opportunity

This project seeks to identify and endorse performance measures for accountability and quality improvement that address conditions, treatments, diagnostic studies, interventions, procedures, or outcomes specific to pulmonary conditions and critical care, including but not limited to: asthma management, COPD mortality, pneumonia management and mortality, and critical care mortality and length of stay. Measures of interest to NQF in this topic area include outcome measures; composite performance measures; measures applicable to more than one setting; measures for adults and children; measures that capture broad populations; measures that are sensitive to vulnerable populations; and measures that are harmonized with similar measures. Twenty-five (25) NQF-endorsed measures that are due for maintenance will be re-evaluated against the most recent NQF measure evaluation criteria.

For this project, NQF will convene a new multi-stakeholder Standing Committee composed of twenty to twenty-five (20-25) individuals to evaluate measures and make recommendations for endorsement. Members of this Standing Committee will possess relevant knowledge and/or proficiency in process and outcome quality measurement and/or clinical expertise associated with pulmonary conditions and critical care across various care settings for children and adults.

Objectives

A multi-stakeholder standing committee will be established to evaluate newly submitted measures and measures undergoing maintenance review and make recommendations for which measures should be endorsed as national consensus standards. This Committee will work to identify and endorse new performance measures for accountability and quality improvement that specifically address the areas of pulmonary conditions and critical care. Measures concerning outcomes, treatments, diagnostic studies, interventions, or procedures associated with pulmonary and critical care will be considered.

NQF Process

Measures will be considered for NQF endorsement as national voluntary consensus standards. Consensus on the recommendations developed through NQF's formal Consensus Development Process (CDP, Version 1.9). This project involves the active participation of representatives from across the spectrum of healthcare stakeholder and will be guided by a Standing Committee.
